What We Do

The Rev. Richard O. Bridgford founded Norfolk Urban Outreach Ministry, Inc. in 1975. Its stated purpose is "To meet the needs of the people of the Greater Community of Hampton Roads, whose needs cannot be met by existing agencies and resources."

NUOM is a non-profit corporation, loosely linked to the Episcopal Diocese of Southern Virginia. It is a 501(c)3 tax-exempt organization. The Church Social Ministries Resources Center is a program of NUOM.

    Additional programs include the following:

      Emergency Needs Clearing House:

Maintains a database of people approaching churches and other agencies for assistance.

      Emergency Housing Fund:

Makes limited grants to help prevent eviction and provide emergency housing

      Acute Needs Children's Fund:

Makes limited grants to assist children in crisis.

      Discretionary Assistance:

With this fund we are able to meet a wide variety of special needs.

Current Projects

NUOM has been active in the development of low-income elderly housing.

Through three sister corporations, Urban Ministry Housing Development, Inc (Tucker House), Trinity Woods, Inc. and Magnolia Gardens, Inc. NUOM has built 267 units of very low-income elderly housing, in conjunction with HUD. A fourth corporation, Partners in Management, Inc. provides a special style of management to our properties.
