Urban Ministry Housing Development, Inc. Tucker House Tucker House is a 127-unit apartment facility for low-income elderly people who are at least 62
years old. It is located on 3 acres in the Titus Town Neighborhood of Norfolk, Virginia. Tucker House is owned by Urban Ministry Housing Development Corp., a "sister corporation" to Norfolk Urban Outreach Ministry. The owner is a nonprofit corporation.
All apartments at Tucker House carry Section 8 rental subsidy, permitting residents to pay 30% of their adjusted income for rent and utilities.
Tucker House contains 100 one-bedroom apartments of 426 to 612 square feet, 26 efficiency apartments of 318 to 506 square feet. 14 of the apartments are designed for wheelchairs, with
special kitchens, bathrooms and appointments. All spaces are heated and cooled by central systems, with individual thermostats in each apartment. Special emphasis has been placed on the
security and safety of the residents. The very handsome veranda was created in response to the need for a secure space where
residents can "watch the action" in a protected area other than the lobby. The veranda is heated and cooled. The courtyard is designed to meet the need to enjoy the outside in a safe, secure but open
environment. The parking lot and the entrance are placed away from the front of the building in order to diminish the institutional look from the street. Landscaping is extensive. The several
Multipurpose Rooms can be used for meetings, chapel services, arts and craft shows and other activities of interest to the residents.
The facility contains an elaborate fire alarm and emergency call system, and residents can monitor the entrance area through a closed video system.
Construction of Phase I began in January of 1984. The cornerstone was set and the building dedicated on October 27, 1984. Construction began on Phase II on September 30, 1987. The
